It speaks volumes about the success of the War on Terror that Osama bin Laden's second-in-command - Ayman Al-Zawahiri - can only utter threats at the United States but cannot initiate action. Zawahiri is trying to rally the Al Qaeda faithful, but he only underscores Al Qaeda's increasing impotence.
