The enemy is indeed Al Qaeda. But one can hardly blame the courts for their refusal in some cases to recognize that fact when the President himself refuses to place as his paramount goal securing the Southern border before granting amnesty to millions, some of which could be jihadists on the way to their terrorist cells, or forming their own cells. This is the damage George W. Bush does to his own declaration of a "War on Terror," with his refusal to guarantee the security of the border before regularizing the illegals already here.
